hangzhou guoyi expressway and bridge management co., ltd, founded in april 2004, is jointly invested and managed by hongkong guohui co., ltd and zhejiang guoye industrial development co., ltd, which is mainly in charge of hangzhou round city highways’ investment, construction, operation, maintenance, management and service as well as the development, construction and management of road supporting facilities, the organization, operation and management of service stations along the highways, and building and management of the advertisement boards along the highways.
the company’s daily management is in the charge of general manager under the leadership of the board of directors. it consists of eight departments, which are management dept, office, financial dept, project maintenance dept, road facilities dept, operation management dept, human resources dept and monitoring center, with xiasha toll office, banshan toll office, zhuantang toll office, xiasha service statioin and westlake service station along the highway, with the three toll offices governing other 13 highway toll stations and 3 rescuing teams.
hangzhou highways are constructed and operated concurrently. the west line of the roundcity highways was put into operation in 1997 and connected to the first part of the north line in december 2001. in december 2002, the second party of the north line was connected to the east line and put into operation. with the south line entering into operation on december 28th 2003, all the lines were connected successfully. in august 2003 xiasha service station was formally opened and on may 28 2004 the westlake station was opened. by now the company has more than 1000 staffs and workers.
connected with zhejiang highway toll network, hangzhouroundcity highway uses one-card accounting system in highway management, with the charges cleared in zhejiangsettleingaccountscenter. since no toll station is built along the mainlines of the highways but only at the entrances and exits, drivers can choose the exit freely with the driving speed increasing greatly, which fully exemplifies highways’ safety, convenience and efficiency and meanwhile reduces the operation cost.
